Bagong Buhay Lodge Centennial Anniversary

BAGONG BUHAY LODGE WILL CELEBRATE ITS 100TH ANNIVERSARY

Bagong Buhay Lodge was originally constituted under the Gran Logia Regional de Filipinas, under the Sovereign Obedience of the Gran Oriente de Espanol of Madrid, Spain on August 11, 1907. The Lodge was numbered Lodge No 291 with WM Jose A Reyes 4th Degree as its 1st Worshipful Master. On February 15,1917, the Lodge left the GLRF and affiliated with the Grand Lodge of the Philippine Islands, was re-chartered and renumbered as Lodge No 17. On September 10, 2006, the Lodge members in a Stated Meeting unanimously passed and approved a Lodge Resolution for the Lodge to leave the GLP and to join and form the Independent Grand Lodge of the Philippine Islands (IGLPI). The Lodge was re-chartered and renumbered Lodge No 4.

CAST THE BALLOT!

CAST THE BALLOT

(A Masonic Education lecture delivered during the stated meeting of Tayabas Lodge No. 43 on November 18, 2006 as Guest Speaker and Kalilayan Lodge No. 37 before balloting of candidates for the degrees of masonry and other lodges in Masonic District 4-C, Quezon Province)

“ Most of us go through life with our eyes closed to many of the opportunities which we have for working on the Temple of Universal Brotherhood. Struck by the dazzling structure as designed upon the trestle-board, we are blind to the little tasks which lie close at hand. We fail to grasp our trowels to spread the mortar of understanding and good will in the situation right before us…. There is so much bad in the best of us and so much good in the worst of us that it little behooves any of us to criticize the rest of us!”

It is by reason of this indifference that I now stand before you and I dare you to please listen!

I rise Brethren with an avowed purpose to seek guidance from you as I am about to cast my ballot on the fate of a candidate who desires to be conferred the Degrees of Masonry.

I rise my dear Brethren with an avowed purpose that you will give me good counsel that I should cast my ballot wisely. That I may have to be strict but not unreasonable; personal feelings should not stand the way for a candidate’s disqualification and that the yardstick should always be the Fraternity and not myself knowing that only worthy men can be accepted to our fold. That you will not hesitate to admonish me gently by the strong grip of the Lion’s Paw and on the Five Points of Fellowship with the hope to rectify my errors, if there be any.

I rise before you with an avowed purpose that you may enlighten me not to use my ballot as an instrument of vengeance but a tool for wise judgment. That my ballot is sacred and should not be taken lightly knowing that before being conferred the degrees of masonry it was the ballot that sealed my fate and that “No man has a right to become a freemason for it is a privilege controlled at the ballot box.”

I rise with an avowed purpose that you will assure me that I will not unfairly judge any candidate for purely unfounded reasons knowing fully well that the Investigating Committee Reports are all favorable. And that I will have to know all the facts first before making my conclusions so that I may not err in the end, bearing in mind the time-honored tradition that only men with a noble purpose and can keep the faith of our Masonic ancestors and can pass it unsullied to the next generation of masons deserve to be given a favorable ballot.

I rise in front of my Peers with an avowed purpose that you will inform me that a total of Five Masons vouched and staked their professions and reputations on the candidate’s worth before I will cast my ballot. Two (2) recommenders attested by signatures on his application to his fidelity and right to participation in the Fraternal Order, and Three (3) on the Investigating Committee said the same. That I am always mindful that the strength of freemasonry rests upon its discipline, its faith, its example which we possess.

I rise on the Level with an avowed purpose that you should remind me constantly that I should treat every individual as my brother regardless of race or creed and that the Level, one of my principal working tools is not limited only to my brother masons “for all I care to know is that the candidate is a human being – that is enough for me; he can’t be any worse!” That you may advise me that one day the candidate might become Worshipful Master of this lodge or may wear the “the Purple of our Fraternity” and rule the Grand Jurisdiction once he is voted favorably. Or that he will be virtually unknown in the fraternity or seldom attend lodge meetings but faithfully practice the tenets and philosophy of freemasonry and lives his life in full accord with the spirit of our Order.

I rise on the Square with an avowed purpose that my brethren will abide by the wisdom of my judgment in casting my ballot and that whatever may be the result my conscience will not bother me forever and that I can live in peace with that I cannot change. And ever mindful that I will leave all judgments of other’s sins to the Supreme Being and that I will not compromise the interest of our order unless due inquiry has been done on the candidates physical, intellectual, and moral fitness.

I rise to inform you my brethren that I will use the Trowel, the principal tool of a Master Mason to spread the cement of brotherly love and affection. The individual Mason is a builder on the Temple of Human Brotherhood; he is both the trowel and the cement which combine the units of society into a cohesive whole. The brotherly love he extends to others is the trowel; the appreciation and affection he arouses are the cement which helps to bind men closer to each other. But how many of us consciously use the trowel of brotherly love to spread the cement of appreciation and understanding?

I speak of charity, of love. But how do I treat my fellowmen, even my own brethren?

I speak of the Fatherhood of God and yet in my actions in every day life, I often bear no resemblance to the heavenly father.

I am taught to be sincere and to avoid hypocrisy, yet hide my identity for purposes of convenience?

I boast of walking upright in rectitude as by the Plumb, yet in every day life I often see myself very much bent, far from the upright, a disgrace to morality and decency and to Masonry.
I proudly wear the Masonic ring and display Masonic emblems for the world to see but what value does it give me if I do not even know its meaning.

I tell my neighbors and friends that I am member of this Honorable Fraternal Order but what benefit will it give to masonry if I cannot even defend it against insidious attacks.
I might have traveled long and wide and mingled with prominent masons but what good does it give to masonry if my motive is only to establish connections for the promotion of my selfish interest.

Yes, I am a Mason, and for what? I do not know? For honestly, I seldom attend lodge meetings, the least that I wanted to do for after-all I have perfect excuses not to and that I have done nothing to improve myself according to our Ancient Landmarks.

All my inconsistencies, my weaknesses, my hypocrisy, these are strains to the honor and prestige of Masonry. No wonder then that because of my actions Masonry have legions of enemies who take advantage of my own faults and weaknesses which could have been avoided if only I am sincere to my Obligations as a Mason.

Finally, my Brethren, I rise with all humility that you will not judge me of my shortcomings being fully aware that not one of us should know who will cast the Black Cube on the future of the candidate. Let it not be said that the hopes, dreams and aspirations of the candidate be not deemed by the mysterious prerogative of the brother who initiated the ritualistic declaration -“Cloudy in the South, Dark in the West and Black in the East.” Whatever is in the mind of the wielder of the Black Cube as his apron proudly flapped while he dealt the blow is for him alone to know “and whoever that brother is should be prepared to bare his soul at another Lodge someday and explain his deed done while in the body.”

Certainly, my brethren, in times like this, when good, honest and sincere men are rare specimens, as Masons worth our salt, I need you to join me to travel by the Plumb, act upon the Square and meet our fellowmen on the Level. In so doing we shall have live a real Masonic life, ever bearing the blessed fruits of Brotherly Love, Relief and Truth.

In closing, thank you for all the wisdom and I am now ready to cast my ballot for I know that kindness and brotherly affection distinguish our conduct as Men and as Masons!
And
“May the checkered pavement ever remind us of our weaknesses and strengths and help us to be more tolerant of the failure of others. Let us not judge our brothers and fellows; after all we are not God!”

“With faith in Man, hope for the future of humanity, loving kindness for our fellows, Masonry and the Mason must always work and teach….. for it is not a brotherhood until you give it and not freemasonry until you live it!”

Visitation: a token of Friendship and Brotherly Love

On July 6, 2007, five Master Masons representing three Grand Lodges in United States visited Leeward Lodge, which is under the jurisdiction of Grand Lodge of Hawaii. The travelers were composed of two Past Masters, a current Master of the Lodge and a newly raised Master Mason--- all are incidentally Brothers— literally. The Macaraeg brothers include Jose, PM of Silverdale Lodge # 311 in Washington State, Ben, PM of Gateway Lodge # 339, Brea, CA, Daniel of Black Mountain Lodge # 854, San Diego, CA, Macario Jr of Cornerstone Lodge #659, Alhambra, CA and Aureo, Master of Peoria Lodge # 31, Peoria, Arizona. Macario Jr being the youngest Master Mason and a first time Lodge visitor was given the honor to be examined for experience and to log his first entry in Masonic Passport. After he passed the examination in flying colors, Macario Jr then vouched for the rest of his brothers. The four brothers Jose, Ben, Dan and Aureo raised Macario in Cornerstone Lodge on November 15, 2006.

The special communication was convened for the purpose of conferring the third degree of Masonry. It is significant to note that the Grand Master of all Masons in Hawaii, MW Oscar Jaime, attended the conferral. The GM is also a member of Lincoln Lodge #34, under the jurisdiction of the Grand Lodge of the Philippines. Also in attendance was Past Potentate (2004) Bernardo Biala. All five brothers have a keen affiliation with Lincoln Lodge #34 in that their father, Macario Sr was a member of the Lodge. Jose was raised there in 1963 while the other four brothers are members of Teodoro R Yangko Chapter of DeMolay and Boy Scout Troop #5 sponsored by the Lodge.


The third degree conferral was done in an excellent manner. After the degree work several brothers stood up and congratulated the newly raised brother and express their happiness that the visit was well worth it. They also send fraternal greetings from their mother Lodges. The refreshment at the fellowship area was equally excellent. The monggo, hipon, fried chicken; adobo and the rest of the spread were all superbly delicious. The camaraderie was super. Everyone was so friendly. Brethren of LEWWARD LODGE we salute you for the job well done.

MASONRY AS I SEE IT...
Since I became a mason in 1992 or some fifteen years ago, freemasonry has always fascinated me. The more I studied it, the more I am engrossed to learn about it. It has been an interesting journey ever since and the ride was such that I will treasure it for the rest of my life. There were discoveries in the course of that study that only a diligent student of the craft would certainly appreciate and it is for this reason that I can give my own perception about masonry as I see it!

Masonry presents us with a picture of goodness and excellence and virtue we have not seen nor had before. By instilling in us the truth that we are all creatures of ONE SUPREME INEFFABLE BEING, and as recipients of all the bounties encompassed in the spiritual heritage of mankind, it invites us to walk on exalted heights, with heads unbowed and hearts undaunted, free to look any man straight in the eye and supremely proud of our finite being. The acceptance of this reality of our mortal being enables us to see through the superfluities and hypocrisies, the prejudices and bigotries, the unkindness and cruelties that so often becloud the atmosphere we breathe and blur further our own judgment. So much has been spilt against masonry and it has survived the barbarous attempt to destroy it. Even Masons themselves were not spared of these human imperfections to hate and begrudge a brother under the guise of Brotherly Love, Relief and Truth!

It shames the sensibilties of ordinary individuals like me to witness in my lifetime the inadequacies of our brethren to understand what masonry stands for.

Even as Masonry gives us an opportunity to have a better understanding of the mystery of human nature, and in so many ways influence our conduct to live in harmony and peace of life, still many who profess to be masons just do the opposite!

As masons and belonging to the class of thinking creations of the divine despite our imperfections, we too often err and repeat the same errors. Who is the individual that doesn't? But we have a set of values - the values that we learned in masonry will serve as our backbone to sustain us in our travels. Along the way, we may even commit a grievous offense against our fellows and brothers and even besmirch the image of the very institution we all call Freemasonry, but we come to realize soon enough, that, " although by body men is of kin to the beasts, by spirit he is of kin to God. And with that realization, we forthrightly essay to rise to the degree and dimensions of our avowed or professed character."

The ideals of freemasonry are remarkable and has a far-reaching effect on us masons if only we continue to seek and discover that which was lost!

Masonry has evolved and developed as the last bastion of harmony and unity where men with avowed and sincere purpose can sit and work together without regard to race, color or creed. Every man who enters inside its mystic circle is ready to strip himself of all ambition for greatness and personal greed and neither hatred nor prejudice exist inside its silent domain. This is the the kind of masonry as I see it in my lifetime - " For It is not a fountain giving health and beauty to some single hamlet, and slaking the thirst of those only who dwell upon its humble banks; but it is a mighty stream penetrating through every hill and mountain and gliding through every field and valley of the earth, bearing on its beneficent bosom the abundant waters of LOVE and CHARITY for the poor, the widow, and the orphan of every land."

In Response to the Report of the Grand Master (Series Nr 3)

This is the 3rd serial on the querry " what was the Report of the GM at ANCOM 2007, and What was Really Approved by the Grand Lodge?". I hope that this will clarify the oft repeated statement thet- the formation of IGLPI was a personality issue. For your appreciation.

IN RESPONSE TO THE REPORT OF THE GRAND MASTER
( Series Nr 3)


“ON THE APPOINTMENT OF DDGM”



The GLP Grand Master reported in the ANCOM 2007, that the “the formation of IGLPI was rooted to the refusal to respect the appointment of VW Mario G Marasigan as DDGM for District Region 4A Cavite”.. It cited the authority of the GM under Part 1, Article IX, Section 2(o) to wit “ To divide the jurisdiction of the Grand Lodge into Districts, and to appoint his official representative to be known as the District Deputy Grand Master, for each District” This is not the appropriate basis. This Section pertains to organizing or dividing the jurisdiction into Districts and consequently to appoint his representative, It follows the authority of the GM “ To create Regional Grand Lodges and to appoint the Regional Grand Master”.

The GLP Constitution specially provided a separate Part I Article XVIII and Section 1 for the “Qualifications, Nomination and Appointment of the District Deputy Grand Master” This is the process to be followed. This was modified in a Cavite Covenant and placed in the District Constitution and By-Laws to allow a rotation policy with the DDGM coming from the Host Lodge; and which was respected by all PGMs since 1987; and gave peace and harmony among the 17 Lodges in Cavite..The District Constitution and By-Laws is provided for by Edict 127 and undergo a GM/GLP approval process for any amendment.

Of about 54 Masonic Districts in the Philippine GLP jurisdiction, there were several Districts mostly in Luzon where PGM YU appointed a NON-District Nominee; causing TURBULENCE and sometime DISRESPECT and NON_ADMISSION of the DDGM.

Almost every year, there is a Lodge or District Resolution calling for the GM to appoint his DDGM from the 3 Nominees of the District. The primary reason is HARMONY, UNITY, LOYALTY, and close cooperation between the Grand Lodge and the District.This includes a multi-district Resolution from the Disricts of Davao-North and South Cotabato when PGM YU was the Regional JGL.

There are countless recorded and unrecorded incidents of disrespect to or non-acceptance of the DDGM and other District Officers. The reasons range from being non-nominated; to lack of qualification; to lack of acceptance or support; lack of Masonic credentials; to lack of proficiency. In all these turmoils, the GM exerted efforts to harmonize the situation peacefully.Almost all of these were harmonized properly,EXCEPT for CAVITE

The process of selection and appointment of a DDGM for Cavite was started by PGM YU as early as September 2005 and culminated in the Cebu ANCOM in April 2006. There were many PGMs and illustrious elders and leaders of Philippine Masonry who whispered good counsel to him to respect the Cavite Covenant or “gentlemen’s agreement” It was an agenda item among the PGM’s meetings.

PGM YU had told me that :
1. He acknowledge the Rotation Policy of Hosting DISCONs and of the DDGM coming from the Host Lodge as is done in Davao,
2. He will appoint his DDGM from the Host Lodge and will announce his name at the proper time at ANCOM, This he told me TWICE before ANCOM.
3. Wala na ang alitan o problema nila ni VW Joseph Capuyan. Tapos na iyon…
( VW Capuyan wrote the Cavite brethren electioneering charge against then VW Romeo A Yu when he ran for JGW in 2003. VW Capuyan is the leading Nominee for DDGM from the Host Lodge).
4. He asked me that we give him 3 names or Nominees for DDGM. To this, I complied.

However, PGM YU appointed someone else from a non-host lodge; and made the reason of citing his powers to make appointments and that VW Capuyan does not have his confidence and trust nor did VW Capuyan exerted efforts to gain his trust and confidence.As early as March 2006, his cohorts or ”bata-bata” in Cavite knew what is coming and secretly acted and denied anything despite my discovery of a list of who ordered aprons and collars at the GLP Masonic Supply. His cohorts also spread and inflame the YU-CAPUYAN feud, which is non-existing. When I returned a week later, the saleslady was tightlipped and refused to answer again my querry.

What infuriated most of Cavite brethren were; the appointment of a DDGM who is a non-nominee, a much less qualified; a much less trustworthy; a much less prepared, a non-JW, a non-SW, from a much later host lodge, a Mindoro Lodge member, a 4 Cavite Plural lodge member, 6 years in Masonry; and the appointment of 8 DGL’s coming from 3 Cavite Lodge only – to rule and govern Cavite 17 Masonic Lodges; and in infidelity to the Cavite Covenant or “ gentlemen’s agreement” and of the District equity rule in the spread of District officers.

The issue was – what is power when there is no harmony? You cannot dictate or order harmony; it requires good leadership to achieve, foster and maintain it…For 17 Lodges, the District had found the harmony and equity formula, but the GM YU refuses to recognize its beneficent value for Cavite Masons, and insisted on his power to appoint someone else.

Albert Pike wrote “ weigh well what it is you promise; but once the promise and pledge are given, remember that he who is false to his obligation will be false to his family, his friends, his country, and his GOD… The word of a Mason, like the word of a knight in times of chivalry, once given must be sacred…”

Is there something wrong or bad or unlawful with formulating a “gentlemen’s agreement” in the further interpretation or of defining the implementing rules or regulations to a higher Edict? Was there anything wrong when then MW Taylor and RW Quezon formulated the “Gentlemen’s Agreement of 1917” by alternating between the American and Filipinos the election of the Grand Master for the GLP? This is indeed considered “ELECTIONEERING” but apologist considered it as harmoniously relevant and accepted during those times and which lasted up to 1974. Is PGM YU really bound to respect the Cavite Covenant? Will you consider the PGMs since 1987 to be harmony bound in respecting the Cavite Covenant? Will you then consider the Taylor-Quezon Gentlemens Agreement to be unconstitutional? Will you consider the PGMs and the Grand Lodge duty bound to respect the 1917 Gentlemens Agreement? As to why it ended in 1974, I am not aware of.

There was a long debate on the word “may nominate”. The only justification was that “ there should be NO diminution of the GM’s vast power”.But his power to appoint was NOT diminished. Further, the District exercised its Constitutional right or prerogative to nominate three (3) recommendees for DDGM for consideration of the GM. It was in fulfillment of appointing the best qualified Masons to assist the GM govern the Grand Lodge and achieved his program goals with the utmost cooperation and support of the Lodges and District.

The GLP Election also provides for NOMINATION for the JGW which are considered by the Council of PGMs, and which narrows down the selection to 5 to be voted upon by the Grand Lodge. NOW WHAT IF THE GRAND LODGE DOES NOT ACCEPT THE NOMINEES JUST LIKE WHAT HAPPENED IN THE CEBU ANCOM? … A LARGE WALKOUT OF ABOUT 700 DELEGATES HAPPENED !!! WHAT A DISHARMONY !!!

What immediately followed was the May 3, 2006 General Trias Manifesto signed by 24 Cavite Masons affirming fidelity to the Cavite Covenant and to express displeasure to the violators. Immediately,on May 21, 2006 at Emilio Aguinaldo Lodge No 31, the KAPULUNGAN NG MGA KAPATID SA KABITE (KKK), was informally organized as a forum to express support and fidelity to the Cavite Covenant.It was composed of the best and illustrious Mason and Lodge leaders of Cavite

The formation of IGLPI was a later event which was influenced by many valid issues, causes and reasons.

Hence our ideals are enshrined in the IGLPI Declaration of Independence and its Constitution..This forms the true basis and roots of the formation of IGLPI. Other issues or causes or basis are all subsumed in this principal root or has accelerated its formation

Hence our vision of “ A FRESH START FOR TRUE MASONRY ‘

The formation of the Most Worshipful Independent Grand Lodge of the Philippine Islands is therefore rooted in the exercise of our freedom and time immemorial right under the Constitution for LODGES to form a new Grand Lodge in compliance to time honored standards of Recognition used by the United Grand Lodge of England and adopted by the GLP on January 27, 1932 where we are united in harmony to practice and exemplify the tenets and teachings of Freemasonry under a regime of justice, equality, democracy.

ELECTION AND APPOINTMENTS CODE

ARTICLE I
TITLE AND SCOPE


Section 1. Title. This Code shall be known and cited as “The Election and Appointments Code of the Most Worshipful Independent Grand Lodge of Free and Accepted Masons of the Philippine Islands”.

Section 2. Scope. It shall govern the election and appointments of Grand Officers of the Independent Grand Lodge of Free and Accepted Masons of the Philippine Islands (IGLPI); in consonance with the “injunction or rather emulation of who best can work and best agree” to ensure the highest standards of integrity, harmony and efficiency of all Subordinate Lodges affiliated with and chartered under its jurisdiction.



ARTICLE II
SCHEDULE OF GRAND ELECTION



The Grand Election of the Most Worshipful Independent Grand Lodge of Free and Accepted Masons of the Philippine Islands (IGLPI) shall be on the second (2nd) day of its Annual Grand Assembly.




ARTICLE III
ELECTIVE AND APPOINTIVE POSITIONS



Section 1. Elective Positions. The Grand Master, Deputy Grand Master, Senior Grand Warden, Junior Grand Warden, Grand Treasurer, Grand Secretary and Grand Auditor shall be elective.

Section 2. Appointive Positions. All other Grand Officers including Regional and District Grand Officers shall be appointed by the Grand Master. Appointive positions are:

ARTICLE IV
ELIGIBILITY AND QUALIFICATIONS OF
ELECTIVE AND APPOINTIVE OFFICERS



Section 1. Basic Requirements. The basic qualifications required to be eligible for any elective or appointive position in the Grand Lodge are the following:

1.1 Membership to a subordinate Lodge and actual residence in this jurisdiction; membership in good standing for at least ten (10) years prior to his selection
1.2 Past Master of a subordinate Lodge for at least five (5) years and actively participating in Lodge, District or Grand Lodge affairs prior to his selection
1.3 No record of any conviction by a court of competent jurisdiction involving disloyalty to the Republic of the Philippines, culpable violation of the Philippine Constitution, dishonesty, violation of human rights, misconduct or commission of any offense involving moral turpitude
1.4 No record of having been found guilty, after due process, of disloyalty to the Grand Lodge or culpable violation of IGLPI Constitution
1.5 No record of suspension for un-Masonic conduct or any Masonic offense tried by any trial commission, either in this or in any grand jurisdiction
1.6 Shall not have violated any such other provisions as may be contained in this code, other IGLPI codes, laws, ordinances, edicts, and general regulations of Masonry; or has committed any act or matter inimical to the Fraternity or which in the unanimous opinion of the Grand Lodge is morally culpable

Section 2. Other Qualifications: In consonance with the “injunction or rather emulation of who best can work and best agree”, personal and Fraternity related qualifications shall be determining factors in selecting and electing Grand Officers.

2.1 The Election Board shall be authorized to require attachments and documentary evidence to support any solicited or unsolicited information or entries relative to the qualifications of a recommendee, nominee or candidate, contained in the data sheets and/or recommendation forms.
2.2 When evaluation criteria are required, such as in the selection of nominees for Grand Junior Warden, the Grand Lodge Executive Committee (EXECOM) shall be authorized to formulate, review and update such criteria which shall consider and gauge, among others the following:
2.2.1 Leadership qualities
2.2.2 Management skills
2.2.3 Human relations
2.2.4 Knowledge of Free Masonry

Section 3. Added Qualification Required for Grand Master. Consistent with Masonic practice and tradition which has heretofore become part of the Code of By-Laws of Subordinate Lodges in this jurisdiction, no one shall be elected Grand Master unless he had been elected, installed and has served as Grand Warden of the Grand Lodge.

Section 4. Status of Membership. A dual or plural member of subordinate Lodges shall maintain his status as member in good standing in all his Lodges, otherwise he shall be ineligible for any position in the Grand Lodge, or if already elected shall automatically lose his Grand Lodge position.





ARTICLE V
VOTING AND
LODGE REPRESENTATION


Section 1. Manner of Election. The elective Grand Officers shall be elected through secret balloting by majority vote of the qualified electors.

Section 2. Requirements. Only qualified voting delegates duly accredited, who have registered in the Annual Grand Assembly, and who are in attendance to personally cast their ballots during the election shall be entitled to vote. Only one (1) vote per voting delegate is allowed.

Section 3. Voting Representation. The Grand Officers shall be elected by a majority vote of the following qualified electors:

3.1 The six (6) Incumbent Elected Officers of an accredited subordinate Lodge: WM, SW, JW, Treasurer, Secretary, Auditor
3.2 The immediate Past Master of an accredited subordinate Lodge, in representation of all Past Masters of his Lodge
3.3 The elected Grand Officers
3.4 The Regional Grand Deputies
3.5 The District Grand Supervisors

Section 4. No Proxy Rule. No voter shall be allowed to fill up the ballot and cast the vote for and in behalf of any other voter.

Section 5. Accreditation Requirement. Only accredited Subordinate Lodges shall be able to participate in the Annual Grand Election. Election Accreditation Certificate shall be issued by the Committee on Credentials to a Lodge who has submitted its annual report and paid its dues and other Grand Lodge assessment. A Lodge without Election Accreditation shall not be entitled to vote during the election but may participate in other deliberations.

Section 6. Lodges under Dispensation. All elective officers of Lodges under dispensation (U. D.) are qualified to be delegates of their respective Lodges, provided they are duly registered in the Annual Grand Assembly. They shall have no vote in the election of Grand Officers however; they shall be entitled to participate in the proceedings and be allowed to vote on all issues.




ARTICLE VI
INSTALLATION OF GRAND OFFICERS,
TERMS OF OFFICE AND VACANCIES


Section 1. Installation. The elected Grand Officers and grand line officers already appointed shall be installed before the conclusion of the Annual Grand Assembly.

Section 2. Terms of Office and Vacancies. The elected and appointed Grand Officers shall hold office for one (1) year, and/or until their successors shall have been elected or appointed and duly installed, unless their terms are shortened due to justifiable reasons. In the event that vacancy occurs in the position of elective and appointive Grand Officers, the following rule on succession shall be observed:

2.1 That in the position of Grand Master, Deputy Grand Master and Senior Grand Warden, the next in line shall serve the unexpired term without prejudice to his nomination to the same position in the succeeding election.
2.2 That in the position of Junior Grand Warden, the Grand Master shall appoint a replacement Pro-Tempore from the Council of Elders who shall serve the unexpired term in a concurrent capacity. The Junior Grand Warden Pro-Tempore shall not be included in the line of succession and shall not be eligible for nomination to any elective position in the Grand Lodge in the succeeding annual grand election.
2.3 For vacancy in any elective position other than the Deputy Grand Master and the Grand Wardens, the Grand Master upon consultation with the Council of Elders, shall appoint a replacement who shall serve the unexpired term without prejudice to his nomination to the same office in the succeeding annual grand election.
2.4 For any vacancy occurring in appointive Grand Lodge positions, the Grand Master shall appoint a replacement who shall serve the unexpired term.



ARTICLE VII
ELECTION BOARD AND
ELECTION RELATED BODIES


Section 1. Election Board. Pursuant to Section 7, Article VIII of the IGLPI Constitution and its mandate to prepare, conduct and safeguard the Annual election of officers of the Grand Lodge, the Election Board shall have the duty, power and authority to:

1.1 Create a Panel of Peers, an Electoral Tribunal and any such permanent or ad-hoc committees to assist in its functions
1.2 Enforce all election rules and regulations
1.3 Supervise the conduct of elections
1.4 Attest to the results, declare and proclaim elected officers
1.5 Receive and pre-qualify in so far as adequacy of form, basic eligibility requirements, and proper documentation are concerned, all recommendations for nomination to the position of Junior Grand Warden passed by the District/ Regional Councils
1.6 Reject faulty, incomplete or inadequate submissions; those with discrepancies and controversial entries; information found to be false, or documents found to be tampered with or fake
1.7 Receive, for transmission to the Electoral Tribunal all election related charges against any recommendee
1.8 Ensure that peer evaluation including the ranking report is accomplished on the first day of the Annual General Assembly
1.9 Attest to the correctness of the ranking report of the Panel of Peers and transmit the same immediately to the Council of Elders
1.10 Enforce all election related orders of the Electoral Tribunal
1.10 Secure from the Committee on Credentials, the list of Election Accredited Subordinate Lodges and allow only those which are duly accredited to vote in the Grand Lodge election
1.11 Conduct information campaign relevant to the process and conduct of elections including but not limited to calendar of activities, regulations, requirements and prohibitions
1.12 Keep an accurate record and documentation of the election
1.13 Perform such duties as may be required to ensure a fair and honest election

Section 2. The Panel of Peers. It shall be an ad hoc body of not more than five (5) members, all non-voting Past Masters from accredited subordinate Lodges created in situ by drawing lots under the supervision of the Election Board. They shall evaluate the recommended nominees to the position of Junior Grand Warden passed by the Election Board. Its evaluation shall be submitted to the Council of Elders through the Election Board, for final evaluation.

2.1 An accredited subordinate Lodge may recommend for selection to the Panel of Peers, not more than one (1) name of non-voting Past Master from its ranks, by filling out a prescribed form and submitting it to the Election Board representative at the registration area, not later than 9:00 A.M. of the first day of the Annual General Assembly.
2.2 The name shall be numbered and sealed by the Election Board with a corresponding detachable tab bearing the same number, for use in the raffle.
2.3 The raffle shall be held in a designated place within the premises of the Annual General Assembly and open to the brethren.
2.4 The Chairman of the Election Board shall conduct the drawing of the numbered tabs, verify or cause to be verified the selected names and announce the composition of the Panel.
2.5 Immediately after its composition, the Panel of Peers shall be sworn in and briefed by the Election Board. It shall elect a Chairman and a Vice Chairman who shall act as official tabulator of the Panel.
2.6 The Panel shall evaluate the recommendees for nomination to Junior Grand Warden using a points system based on the criteria prescribed in the official Peer Evaluation form.
2.7 Evaluation/deliberations shall proceed continuously until every recomendee is rated and accurately ranked.
2.8 All members of the Panel are required to stay in their posts until deliberations have been completed, except for toilet trips when such facility is not available inside the room.
2.9 No member of the Panel shall be allowed any form of communication outside the deliberation room during the proceedings.
2.10 The Panel shall prepare a ranking report to be signed by all its members and submit it to the Election Board. Tie scores shall be considered tied for the same rank.
2.11 The Panel of Peers shall be considered dissolved after its report has been received and signed by the Election Board.
2.12 Discrepancies found in the scores or ranking tally after the Panel has been dissolved shall be referred to the Electoral Tribunal.

Section 3. Functions of the Council of Elders during the Grand election. From the order of ranking submitted by the Panel of Peers, the Council of Elders shall conduct final evaluation of the top five (5) recommendees and nominate three (3) as official candidates for Junior Grand Warden. In case any of these candidates become ineligible, incapacitated, or is disqualified before the balloting, the other two (2) recommendees may be reconsidered.

3.1 Final evaluation shall be based on a set of criteria and likewise, use a points system to evaluate the recomendees.
3.2 The Council shall meet the recomendees either individually or as a group for evaluative interview; may hold the same in front of an audience. It may devise any means it deems effective or necessary in the performance of its work.
3.3 In the event of a tie in the evaluations, all names figuring in the tie shall be placed in the same rank, desired number of final nominees notwithstanding.
3.4 The Council of Elders shall deliberate privately until the final nominees are known.
3.5 With the assistance and presence of the Election Board, it shall make official announcement and presentation of candidates not later than 10:00 A.M. on the second day of the General Assembly.
3.6 A candidates’ forum may be conducted when practicable.

Section 4. The Electoral Tribunal. The ad hoc Electoral Tribunal shall be created by the Election Board and its members sworn in, as soon as the first recommendation for nomination to the position of Junior Grand Warden is formally received. It shall be considered dissolved after the elected Junior Grand Warden shall have been installed.

4.1 It shall be composed of one (1) Chairman, one (1) Vice Chairman and three (3) members, all chosen by the Election Board from the incumbent or past Grand Officers who shall investigate, hear, and decide on all formal, written election-related complaints.
4.2 Its decision shall be final and immediately executory, without prejudice to the filing of appropriate charges with the Judicial Council for un-Masonic conduct and/or violation of the Constitution, statutes, by-laws, and other pertinent laws and regulations.

Section 5. Functions of the Committee on Credentials during Annual Grand Elections. The Committee on Credentials shall issue Election Accreditation Certificates to Subordinate Lodges that have submitted their annual reports and paid their dues and assessments to the Grand Lodge; draw up the official list of qualified electors registered in the Annual Grand Assembly, and transmit copies thereof to the Election Board.

Section 6. Other Election Related Committees. The Election Board shall be authorized to create other permanent or ad-hoc committees in the course of performing its duties.





ARTICLE VIII
NOMINATION OF CANDIDATES FOR
JUNIOR GRAND WARDEN


Section 1. Lodge Initiative. Any Subordinate Lodge in this jurisdiction at its own initiative, may submit a name of a probable nominee to the position of Junior Grand Warden (JGW) for consideration of the District Council where it belongs. When such initiative is taken by one or more Lodges in the District, the District Supervisor shall secure from the Election Board, official recommendation forms and a list of all requirements in order to comply with submission standards and the preliminary screening process as prescribed.

Section 2. Preliminary Screening (Preliminaries). Lodge initiatives shall be screened by the District Council. The screening shall consider the basic eligibility requirements and qualifications of the persons named, as written and/or attached to their submissions.

2.1 The District shall forward the accomplished official recommendation forms of probable nominees, together with all required attachments and documents to the Election Board for pre-qualification.
2.2 When a District is under a Masonic Region, preliminary screening shall be on a regional basis, where all District recommendations shall be consolidated and deliberated upon by the Regional Council for the purpose of further screening and selection. The Regional Council shall then submit its recommendations to the Election Board.
2.3 Lodges at large that do not yet constitute a District shall be allowed to participate in the Preliminaries of the Districts where they are attached.
2.4 A group of Lodges that has not yet met the requirements to constitute a full District, but has petitioned and has been approved to comprise a Provisional District shall be allowed to join the Preliminaries of another District assigned to them for such purpose, by the Grand Lodge Executive Committee (EXECOM).

Section 3. Number of recommendations. The EXECOM shall determine and announce the number of recommendations that a District or Region may submit before the start of the period set for the Preliminaries. Preliminaries shall be timed in conjunction with District/Regional Council meetings or when practicable, during their local conventions period.

Section 4. Pre–qualification of Recommendees. The Election Board upon receipt of the District/Region recommendations shall review the eligibility and qualifications of all the recommended nominees. Verification of eligibility and qualifications shall be based on the attachments and documents accompanying the recommendation forms and when necessary, records of the Subordinate Lodges, the District/ Regional Councils and the Grand Lodge. Recommendations not conforming to the prescribed form, are defective, inadequate and/or without the mandatory attachment, documentary and/or legal requirements shall be disqualified. False information, tampered or fake credentials and covert or overt acts to influence the pre-qualification process shall constitute grounds for administrative sanctions and/or filing of charges for un-Masonic conduct against the persons responsible.

4.1 The Election Board shall transmit the result of pre-qualification to the EXECOM for its approval, and proper announcement by the Grand Master.
4.2 A pre-qualified recomendee for nomination as candidate for the position of Junior Grand Warden shall formally acknowledge and indicate in writing whether he accepts or declines his recommendation.
4.3 Only those who sent their letters of acceptance of their pre-qualification to the Election Board not later than fourteen (14 days) before the Annual General Assembly/Election shall be included in the final list for deliberation of the Panel of Peers.

Section 5. Peer Evaluation. The Election Board shall issue the official Peer Evaluation forms to the Panel of Peers only after its members are sworn-in and assigned their place of work. Peer Evaluators shall not be allowed to add, delete, disregard, modify or alter any portion or provision of the Peer Evaluation form or otherwise amend any portion or aspect of the performance/qualification criteria, the grading weights, or the manner of scoring and ranking. Evaluation shall be as objective as possible, in appreciation of all entries, information, statements, attachments and documents submitted by the recommendee.

Section 6. Council of Elders’ Final Evaluation and Nomination.

The Council of Elders acting upon the recommendation of the Panel of Peers shall conduct final evaluation and nomination. Deliberation shall consider leadership and management potentials, personality, preparedness, vision, plans, working knowledge about the Fraternity, and other qualitative aspects not covered by the Peer Evaluators. The Council may use any means or method it deems practicable and effective within the confines of this Code and the IGLPI Constitution. The final nomination of the three (3) candidates for the position of Junior Grand Warden shall be forwarded to the Election Board for announcement.

Section 7. Acceptance of Final Nomination. A final nominee shall accept, either verbally or in writing his official nomination before the actual election. Failure to do so shall be interpreted as a tacit acceptance.

Section 8. Sanctions for Sudden Withdrawal or Refusal of Office. A nominee who has accepted or has been deemed to have accepted his official nomination but withdrew under questionable or malicious circumstances before the balloting is to take place; or declined his position after being elected without justifiable reason shall be liable for sanctions and penalties allowed by law.




ARTICLE IX
NOMINATIONS FOR OTHER ELECTIVE POSITIONS


Section 1. Automatic Nominees. Pursuant to Section 8, Article VIII of the IGLPI Constitution the following are considered automatically nominated during the Annual Grand Election:

1.1 The elected and installed Deputy Grand Master, the Senior and Junior Grand Wardens shall be considered nominated for the next higher position, unless they become ineligible.
1.2 The incumbent Grand Treasurer, Grand Secretary, and Grand Auditor shall be automatically nominated for the same positions, subject to confirmation by the Council of Elders, without prejudice to its consideration of other nominees.

Section 2. Confirmation. The Council of Elders shall transmit the confirmation of nominations of the incumbent Grand Treasurer, Grand Secretary and the Grand Auditor to the Election Board on the day of the Grand Elections but not later than one (1) hour before the scheduled time of the elections, together with any other nominations it may have considered and passed officially.

Section 3. No Nominations from the Floor. No nominations for any elective position shall be allowed from the floor during the Annual Grand Election.



ARTICLE X
ORDER OF BALLOTING


The following order of balloting shall govern the Annual Grand Election:

1. The Grand Master
2. Deputy Grand Master
3. Senior Grand Warden
4. Junior Grand Warden
5. Grand Treasurer
6. Grand Secretary
7. Grand Auditor




ARTICLE XI
PROHIBITED ACTS DURING
THE GRAND LODGE ELECTION


Section 1. Electioneering during an Electoral Process. Consistent with Masonic laws and regulations, electioneering shall not be allowed for any elective position of the Grand Lodge. For brevity, the term “nominee” and “candidate” shall also mean “recomendee” when referring to a person under consideration for an elective position during the electoral process.

2.1 Electioneering shall cover any act or acts covertly or overtly done by a nominee or candidate for an elective position; or by any person or persons or group, to gain undue advantage, subvert and/or grossly and unfairly influence the outcome of an election in favor of such nominee or candidate, using means that are contradictory to Masonic laws, regulations, traditions, practices, provisions and intent of this Code.
2.2 Electoral Process in the Grand Lodge starts as soon as Lodge initiatives are filed and ends with the installation of officers.
2.3 The venue for an electioneering charge is the Electoral Tribunal created by the Election Board.

Section 2. Acts Considered as Forms of Electioneering. For purposes of this Code, the following acts shall be considered electioneering

3.1 Direct or indirect endorsements with the use of verbal, electronic, audio-visual, text messaging or multi-media; giving away of flyers, business cards, Masonic pins, decals, emblems, stickers or souvenir items; distribution of other printed materials or advertisements in any form; use of promotional advertising and marketing collaterals whether or not the elective position or the name of the nominee or candidate is specified or whether endorsements, personal information or words to solicit votes are present or not but allude to the intent of soliciting votes by association, timing or opportunity to establish name recall.
3.2 Direct or indirect bribe by the party concerned or through an intermediary, whether monetary or in the form of gifts, pledges of material or non-material assistance, actual beneficiaries notwithstanding.
3.3 Solicitation for one’s own benefit, a recommendation or nomination to any elective position.
3.4 Politicking or the act of campaigning or solicitation of votes, support or endorsement by or for a nominee or candidate during the electoral process.
3.5 Influence Peddling or the act of allowing whether directly or indirectly, the use of one’s person, position, authority or influence to lead, promote, abet, facilitate or condone any act of electioneering; whether committed with or without the acceptance or promise, direct or implied, of any material benefit or personal advantage.

Section 3. Collateral Acts that may be Considered as Electioneering. During the electoral period as defined in Section 2.2 of this Article, the following acts whether done directly or indirectly by a nominee or candidate, upon appreciation of depositions, testimonies and/or evidentiary documents may be classified under acts specified in Section 3 of this Article.

4.1 Payment by a nominee or candidate, of the dues, fees and/or other assessments due from a Subordinate Lodge or its members, out of his own funds or through an intermediary for the purpose of election accreditation or when such act shall tend to influence the vote of the Lodge or any of its voting delegates
4.2 Sponsoring the travel, accommodation, entertainment, food or refreshment expenses of a Subordinate Lodge or its members to the Annual General Assembly; volunteering vehicles to ferry delegates for which act or acts a nominee or candidate may be identified
4.3 Sponsoring socials, entertainment, fellowships or other events for which act a nominee or candidate may be identified
4.4 Donating or sponsoring food, refreshment, gifts, prizes, equipment or facility during any meeting, social gathering or fellowship for which act a nominee or candidate may be identified
4.5 Donation whether financial or material, contributing to any Lodge, District/ Region fund raising, for which act a nominee or candidate may be identified

Section 4. Filing of Complaints. Complaints relative to the violation of the Election Code may be filed by any brother of good standing from a Subordinate Lodge in this jurisdiction. A complaint shall contain the alleged violation or violations, stating the circumstances thereat and shall include evidentiary documents and/or corroborating statements or information from witnesses, all done under oath and properly notarized. It shall be filed with the Election Board, addressed to the Electoral Tribunal. The Election Board shall issue a dated receipt and transmit the complaint to the Electoral Tribunal, copy furnished the Grand Secretary and the Judicial Council.

Section 5. Prescription Period. Election related complaints may be filed upon the creation of the Electoral Tribunal and until the day of the scheduled convening of the Council of Elders. The Election Board shall announce the start date and deadline for filing complaints.

Section 6. Disposition of Complaints during the Annual General Assembly. The Electoral Tribunal shall continue to give due course to formal complaints, provided these are filed within the prescribed period and in the opinion of its members, are adequate and meritorious; but in no case shall such complaint be left pending without notations, remarks or recommendation before the convening of the Council of Elders. If a valid complaint can not be promptly and judiciously investigated or prosecuted in time before the Council of Elders convene, the Tribunal shall indicate so in its remarks, note the time and date and remand it to the complainant for filing to the Judicial Council, through the Election Board, for consideration as post election complaint.

Section 7. Post Election Complaints. Complaints appertaining to alleged violation of this Code or to improper acts committed during the Election, and those remanded to the complainant by the Electoral Tribunal for lack of time, may be given due course if filed with the Judicial Council within seven (7) days after the Annual Grand Assembly.




ARTICLE XII
EFFECTIVITY


This Code shall take effect upon approval.




ARTICLE XIII
AMENDMENTS


Section 1. Proposals from Subordinate Lodges. Subordinate Lodges under the IGLPI jurisdiction may propose any amendment to this Code or any portion thereof, in the form of resolution properly endorsed by their respective District or Regional Councils. For expediency, and where practicable, the District or Regional Councils may consolidate such resolutions before submission to the Legislative Council. Submission shall be made not later than the last working day of September.

Section 2. Role of the Legislative Council. The Legislative Council shall evaluate all amendment proposals, including those that may have been proposed by the EXECOM or any of the Grand Lodge Councils. It shall revise, modify, refine, accept or reject any or all parts thereof and prepare a consolidated report for inclusion in the legislative agenda for presentation, deliberation and approval during the plenary session of the Annual General Assembly of the Grand Lodge.

Section 3. Approval. A vote of two-thirds of the members present in a quorum shall be required to pass an amendment.

GLP/IGLPI Dialog

Let me respond to the proposal of some brethren that a dialogue should be had among brother masons.

At the outset, let me emphasized that I am not privy to any effort made by the leaders of our Grand Lodge to win back our brethren who decided to secede and create their own Grand Lodge. But efforts have been exerted to convince them to rejoin us and in fact even Past Grand Masters were privy to it but to no avail.

Time will only tell when the brethren concerned will see their way through all this temporary confusion. I still believe in the wisdom of each brother mason who enmeshed himself in the true spirit of masonry free from any bias or hypocrisy and adheres strictly to the time honored principle of Brotherly Love, Relief and Truth!

We have reasons of our own to do things different or even contrary to what we believe. Thats how intellectuals work and for as long as one believes in what he decides to do, that is reason enough to respect him.

There will always be differences among masons and in the sacred institution of Freemasonry for its members are not perfect. The teachings of Masonry are perfect but those who practice it are not!

It is about time that we should re-examine ourselves and our own masonry instead of focusing on matters alien to masonry. We cannot profess to be called masons if we do not understand our purpose why we are in masonry in the first place. We cannot even convince others of the beauty of this noble institution if we ourselves do not know how beautiful it is to become a mason. We cannot even delight ourselves that we belong to masonry when we trample upon the basic tenets we are oathbound to preserve.

Yes, my brethren, IL EST TEMPS! Its about time to focus on something good for masonry and for humanity. May we all heed the call for a better masonry in us!

Past and Recent Events: GL of Japan and Phillipines

Brethren Greetings!

I have read so many postings on events that affected our fraternity. As early as February this year, I posted in egroups and sent to individual Masons my compilation of "Recent Events in Philippine Masonry" and which was later found in Yahoo and Google Search. Some brethren found this compilation too lengthy to read.

I am once again breaking my silence on these issues and attaching only the "meat" of my paper in this email which will save the brethren much of their time in reading the entire document.. As I have said before, I only presented facts, documents and events from December 2005 to January 23, 2007 and I leave it up to the reader or researcher to make his own conclusion(s).

Brotherly Events

Two events happened this week which reflects on the true meaning of Brotherly Love and should be an example of why we should be harmonious and united in Masonry,

The first, was a call for type B blood donation by VWB Jonathan Tan of Zamboangan Lodge Nr 310 GLP & PDDGM , which was sent to VW Dodo Cambaliza, Grand Senior Deacon, IGLPI. Immediately, Bro Dodo sent out a series of text messages to brothers in the IGLPI. A response was relayed on the availability of donors ready to proceed to St Lukes Hospital. But VWB Jonathan responded that his mother died an hour ago and gave his appreciation and thanks.

The second happened during the wake and funeral services for VWB Rolly Sarmiento, PM Jose Rizal Lodge Nr 1172 New York City, USA, member Araw Lodge Nr 18 GLP, PM Mendez Nunez Lodge Nr 316 GLP, PDDGM Masonic District Nr 2 GLP, member Mendez Nunez Lodge Nr 8 IGLPI. Bro Marcelo David, a Permanent Deacon of a Catholic Church and member of Jose Rizal Lodge Nr 1172 New York rendered a funeral service and benediction. This was followed by the Masonic Funeral service presided by VW Ed Bayot Grand District Supervisor IGLPI. The services was attended by Masons from Cavite Province Lodges, from Manila and from New York all of 3 Grand Lodge Jurisdiction. There were about 70 Master Masons who came to give their respect and affection to a Brother. All sat and stood beside each other. All communicated and ate together for lunch. To top it all, VWB Rolly wore his GLP DDGM Apron and his HIRAM Award GLP.

Objects Of Brotherhood

The Universal Brotherhood of men seeks to propagate the true light to all the people of the world. “Masonry possesses its universality, the character which has been peculiar to it from its origin”. It is not confined to any particular country but to all parts of the world inhabited by human beings. Albert G. Mackey, in his Manuals of the Lodge, says, that by the exercise of brotherly love, we are taught to regard the whole species as one family; the high and low, the rich and poor; who as created by one Almighty Parent, and inhabitants of the same planet, are to aid, support, and protect each other. On this principle, Masonry unites men of every country, sect and opinion, and conciliates true friendship among those who might otherwise have remained at perpetual distance.

At present, there are at least four known jurisdictions of Masonic Order in the Philippines: the Gran Lodge of Free and Accepted Masons of the Philippines which emanated from the Grand Lodge of California, the Gran Logia Nacional de Filipinas and the Soberana Gran Logia del Archipielago de Fiipinas, both progeny of Gran Oreinte Espanol, and the latest addition is the Independent Grand Lodge of Philippine Islands, which resulted from their secession from the first. Although the symbolic lodges of the first and the last use the York Rite ritual while the second adopted the same rite as the third, that is the Ancient and Accepted Scottish Rite, nevertheless, their aims and purposes are similar and identical; the same as those practiced and diffused by all other Masonic jurisdictions throughout the world. Following the tenets of the Universal Family, that we belong to the same Almighty Parent, it is incumbent for each jurisdiction to cultivate friendly and brotherly relation toward each other. They must have mutual understanding for they are linked and bound by the same belief, faith and affection. Charity begins at home, runs the wise saying that, which we have learned from the instructions given and inculcated in our hearts and minds, must first be practiced within the Universal Family and then to world outside.

Unhappily what we observed from certain quarters of our world is the exact opposite. There are some who displayed their egoistic deeds, as if theirs are the only one worthy of consideration and accolade. Their appraisal of their own work is so great that made us quiver. We believe that the greatness of a thing depends generally and irrevocably to its usefulness and the wise impressions that it renders to every one. It is the deeds but not the words or winks of an eye or gestures that bear good fruits. From a learned man, we found a very good advice which runs thus: “Above all, be in conscious communion with cosmic love which is expressed in all nature’s developing creatures, in every realm of creation. Cultivate health of mind with its continuity of youth, beauty of soul and heartfelt sympathy and live temperately and naturally. Always be searching for the greater good, for the best in everything, never wasting valuable time on negatives and non- essentials which never help us to achieve success”.

The Golden Rule is that “Thou shalt not hate thy brother in thine heart.” (Leviticus 19:17) We agree and adhere to this teaching. This precept might be explained to mean only that you must not injure him, nor insult him, nor vex him, and so the words “in thine heart” are added to forbid us even to harbor hatred in our heart without giving it outward expression. Causeless hatred ranks with the three capital sins: Idolatry, Immorality and Murder. The Second Temple, although in its time study of the law and good works flourish and God’s commandments were obeyed, was destroyed because of causeless hatred, one of the deadly sins.

It is a fact, nobody can deny, that, the benevolent affections will not revolve around selfishness; the cold-hearted must expect to meet coldness; the passionate, anger; and the violent, rudeness. Those who forget the right of others must not be surprised if their own are forgotten; and those who stooped to the lowest embraces of sense must not wonder, if others are not concerned to find their prostrate honor, and lift it up to the remembrance and respect of the world.

Let us mend our own ways. Let us be true to our tenets and make fraternal relations sweeter than ever. There is no place for egotism in Masonry. Masonry teaches only and has preserved in their purity, the cardinal tenets of the old primitive faith. It has taught no doctrines, except those truths that tend to direct to the well-being of men; and those “those who attempted to direct it toward useless vengeance, political ends, and Jesuitism, have merely perverted it to purpose foreign to the pure spirit and real nature.”

The history and literature of this jurisdiction has been made clear to the whole world. The Gran Logia Nacional de Filipinas under the auspices of Supremo Consejo de 33 para Filipinas, First in the Far East has been founded and constituted for the purpose of making it an effective instrument for the unification of all masons in the Philippines, in general, and of all Filipino masons, in particular. The unity of the Philippine Masonic Family, which is still most anxiously awaited, perhaps is one of the remedies to unite our country. The United States has long line of Presidents and public officials who are affiliated with Masonry, and actively performing their duties according to the Masonic interpretation, who have made their country prosperous and progressive. It is wise to follow examples of this nature that will give our country the lasting peace, progress and contentment.

It is the aim and purpose of masonry to alleviate and enlighten all the people in all parts of the world. Ours is not an exception, nor certain distinct race of people: white, red, black, yellow, and others, all are children of a Mighty Parent and should therefore share equally to the most sublime teachings and benefits derived from the Universal Brotherhood of men. Our lodges must be opened to all these brethren, who have nothing in their heart and mind but the sacred love for T. G. A. O. T. U. The commandment of Masonry is this: “that ye love one another! He that saith he is in light and hateth his brother remaineth still in the darkness.”

The objects of Brotherhood of men are to comfort, protect, and aid each other in our journey through the labyrinth of human life and to make its hardships lighter by means of cheerful companionship and social pleasures. The realization of such loving kindness is through the effective adherence to and observation of all Masonic tenets and the practice and application of all moral virtues if we wish to give glory to masonry and light and life to the world, the true spirit of Universal Brotherhood.In all our ways acknowledge Him and He will direct our paths.
